Demand for military forces is growing. And the Europeans increasingly turn to the EU when in need of troops for peacekeeping or for delivering humanitarian aid. But will the EU be able to keep up with the demand? Daniel Keohane and Tomas Valasek argue that it is possible, but only if the EU governments reform and pool their militaries, and if the EU and NATO co-ordinate their work more effectively. They also warn the Europeans to stop assuming that the EU will never fight a shooting war, and call on the EU to start a debate on when to use hard military force.

The EU's new Russia policy starts at home

At their Siberia summit this week, the EU and Russia will kick off talks on a new bilateral treaty. The EU hopes the negotiations will resolve disputes on energy and trade, and restore momentum to its difficult relationship with Russia. However, Katinka Barysch argues that the Europeans would be well advised to take their time. For the talks to be worthwhile, Russia first needs to join the WTO and the EU needs a more coherent energy policy. Meanwhile, the EU must move from a Russia policy that is reactive to one that rests on clearly defined interests.
