Cameron's leap into difficult negotiations may achieve little in the short-term but could eventually lead to sufficient compromise for him to call a promised referendum by the end of 2017 on Britain's EU membership, said Charles Grant of the CER. "Most capitals, including Berlin, fear that the lengthy process of changing the treaties would be like opening Pandora's box," Grant wrote in a CER commentary." alt="<--break->" src="/sites/all/modules/contrib/wysiwyg/plugins/break/images/spacer.gif">"There is no chance of a new treaty being ratified before the end of 2017," he said.
"The best that Cameron can hope for is an agreement on minor treaty changes, to be ratified at some point in the future," Grant said.
