EU climate policies without an international framework

Whatever the outcome of the Durban climate summit, the EU should give priority to the draft 'energy efficiency directive', and strengthen the Emissions Trading System by introducing a floor price and safeguarding energy intensive industries through border tax adjustments. Stronger climate policies could improve economic growth and energy security, and protect human health.
